Summary: The Samuel “Sam” Allen scholarship is designed to enhance educational and athletic excellence. The scholarship is named after Mr. Allen, who grew up in Norfolk and played in the Negro Leagues between 1955-1960. Mr. Allen was drafted in 1960 and served his Nation in the U.S. Army’s 82nd Airborne. He has strongly advocated for inner-city youth baseball ever since and still resides in Norfolk. The scholarship is being offered through a partnership of Peter’s Wish, Inc., a 501c3 non-profit, and D-BAT Virginia Beach, a baseball and softball training academy.

This is not a reimbursement, nor will the recipient receive a personal check. The Hampton Roads REALTORS® Foundation will transfer the award directly to Alpha College of Real Estate. Summary: In Norfolk, Ms. Young was very active in “The Friends of the Norfolk Library,” where she began working as an
Ambassador. She loved traveling to different areas and providing educational information about the library. Ms. Young joined the National Council of Negro Women (NCNW), Norfolk Section. Her influence in education continued through NCNW. She donated generous amounts to educational scholarships in memory of her mother.As a result of the donations, the section developed an initiative called Dollars 4 Scholars. The initiative came under our youth component. Scholarship funds were earmarked for cultural events, workshops, books, and summits to encourage our youth to be active in education.
Ms. Lois Youngs’ life work ended in Norfolk right before her 91st birthday. NCNW, Norfolk Section named a
scholarship in her honor to continue her great contributions. -

Jan House has a lifelong passion and dedication to community service. She remains active in various local and national organizations. Her love for the youth and commitment to the community are a few of the reasons Norfolk Section’s first educational scholarship was named in her honor.

Scholarship Criteria
To apply for the scholarships, you must be a high school senior currently attending one of the three public high schools in the city of Suffolk, Virginia. Students applying for the general scholarship may apply to any accredited college or university and major in any subject. The Rosie Ellis-Fields medical/healthcare scholarship is available to students majoring in the medical/healthcare field.
Applicants must meet the following criteria:
- Applicants must have a cumulative Grade Point Average of 3.0 at the time of the application.
- Applicants must submit a personal statement (minimum of 300 words).
- Applicants must submit a statement about the cost of education.
- Applicants must submit a letter of recommendation.
Selection Process
- Applications will be available on December 1st each year and must be completed and submitted by February 1st.
- A selection committee will review all applications received by the February 1st deadline.
- Selections will be made by April 1st.
- All Applicants will be notified by May 1st.
